The Ehsaas program is one of the biggest socio-economic projects, launched by the ex-prime minister to uplift the financial status of extremely poor people. The Ehsaas Hum Qadam program is also one of those several schemes that stand tall under the umbrella of the Ehsaas program and help people with disabilities (PWDs). The total budget for this scheme is 3.5 billion rupees and authorities aim to support 300 million special people from this funding. 

PWDs, on getting registered, may receive an unconditional monthly cash aid of around PKR 2000. Unlike other programs, candidates don’t have to meet vast eligibility criteria since being poor and having disabilities is all you need to qualify. Who is Eligible for the ehsaas humqadam program?

As mentioned before, the ehsaas hamqadam program is for special/disabled people. Both the fully disabled and half handicapped people are eligible to apply but the amount of cash aid they receive might be different as per the level of disability. 

For example, if a candidate is fully disabled and completely dependent on others for his life needs, he’d get PKR 2000 from the government. On the other hand, if a person is half handicapped, he’d receive PKR 1500 per month. However, there’s no restriction regarding age or gender, and anyone, male & female, child & adult, could apply.

Besides naturally disabled people, this humqadam program is also for patients who are suffering from chronic diseases, CVA, or are paralyzed Quadriplegic, or paraplegic.

Other requirements one must fulfill to meet the eligibility criteria of the humqadam program are as follows;

  • Applicant must be a Pakistani citizen
  • Applicant must be disabled and possess the special B-Form/CNIC issued by the NADRA 
  • Applicant’s PMT score must be under 30

To confirm your eligibility for this ehsaas program, you may use one of the two given methods;

1. Confirm eligibility via the web portal

The government of Punjab has launched a special web portal through which people can check and confirm their eligibility. On visiting the portal, you’d find two windows on the homepage; one for eligibility check and the other one for registration. 

Click on the eligibility checking window which will lead you to another web page. There, you’d find two boxes. Enter your 13-digit CNIC number or B-Form number (if you are under 18 years of age) in the first box. In the second box, enter the captcha code provided in the image and click on the check eligibility button. Wait for a few days and you’ll be notified about your eligibility status. 

2. Confirm eligibility via SMS service

If you don’t have access to the internet, you can also check your eligibility for the humqadam program via SMS service. For this purpose, you just need to send your 13-digit CNIC or B-Form number to the 8123 SMS code. You’ll get a response from the officials in a day or two, confirming either your eligibility or rejection. 

One thing which is important to mention here is that only those people will be declared eligible who appeared in the Qaumi Khushali survey, conducted by NADRA, and registered their disabilities. PWDs who didn’t participate in the survey or didn’t record their disabilities will not be able to receive cash aid under the Humqadam program.

What you should do next if declared eligible?

If you have been declared eligible, the next thing you need to do is to visit the nearest ehsaas facilitation center. The address and visit time is usually mentioned in the confirmation message you receive on your mobile number. 

Don’t forget to take your CNIC or B-Form along. Once in the center, you need to verify your information and undergo a biometric verification by providing your thumb impressions to desk staff. After this, you’ll get registered which means you’ll now be able to receive your cash aid every month. The payment is distributed through branchless banking systems called payment service providers (PSPs) and you don’t have to pay any fee to withdraw your funds.

How Do I Register As Disabled In Pakistan?

To get your disability certificate and register yourself as a PWD in the NADRA record, you first need to get a disability form from the social welfare office. Fill out the form and attest it by a grade 16 officer. Information you need to fill in your disability form includes your full name, date of birth, cause of disability, education certificate/degree, address, copy of B-Form or CNIC, and two passport-size photographs. 

After submitting the form, you’ll be scheduled for a medical board meeting in which your level and type of disability will be verified. Lastly, on the recommendation of the medical board, your disability certificate will be issued which you can collect from the same social welfare office.

Besides getting unconditional financial aid from the ehsaas humQadam program, you may enjoy plenty of benefits from having a PWD CNIC. These include;

  • 30% subsidy on utility items 
  • 2% employment quota for government jobs
  • Special quota in provincial and federal public service commission 
  • 75% tuition fee concession in public universities and 50% tuition fee concession in private universities
  • 50% discount on the railway, total air, and road travel fairs
  • Provision of artificial limbs, wheelchairs, hearing aids, and other rehabilitative facilities from Pakistan Bait ul Maal
  • Free medical treatment for PWD and their spouse and children in government dispensaries and hospitals
